Two Arbiters?

Recently on 343’s Community Blog, 343 showed off the cover art for Halo: Shadow of Intent, due to release this December. On it we see Rtas 'Vadum after 8 years of absense from the Halo universe, and possibly another Arbiter? The Elite’s armor fits the description of the Arbiter’s armor. You can see the image here…

Now at first I thought it was the current Arbiter Thel 'Vadam with a redesign of his silver armor and that it took place before he recieved his golden armor, but the character is apparently “female.” Here’s what was said…

“The cover showcases everyone’s favorite shipmaster, Rtas ‘Vadum, as well as another mysterious Sangheili warrior, though you’ll have to wait a bit longer to learn more about her…”

“Her.” Now I bring this up as there can only be one Arbiter at a time, so why would there be two Arbiters at once? My thoughts is that perhaps this is a female Sangheili that was granted the rank of Arbiter, and that she and her fellow Elites are actually isolated on a planet, with no contact with the Covenant or anywhere else in the outside world and are completely unaware that there already is another Sangheili with the rank of Arbiter, that being Thel 'Vadam. If that is the case, then it would make sense as to why there would be two Arbiter’s as both sides are unaware of the other’s existance.

Now I really want to read the book just so I can find out. Plus I believe they are bringing back Rtas in Halo 5: Guardians, why else make a book about him? Just to expand the Halo Universe? No, they’re smarter than that. And if this is a second Arbiter, could this new one replace our current beloved Arbiter as he could die in Halo 5? (Doubt it since 343 doesn’t plan on killing ny major characters in Halo 5, but its still a possibility) So what do you guys think about all this?

What if the arbiter gave her his old set of armor? I think there is only one set of arbiter armor that looks like that. Could she be his daughter? Could she be one the Sangheli’s greatest warrriors, and given the arbiters armor as recognition of her skill in battle? The list goes on.

Huh, would’ve figured the Sangheili would want the Arbiter armor to look as unique as possible given its importance.

Thanks for the info, but why does it have to look so similar to the Arbiter armor? That’s my question now. It kinda makes the Arbiter armor less unique than it already is.

One more thing, theres actually a “Master of Unicorns” rank? xD

The Arbiter would never give his old set of armor to a relative of his, its specifically for the one person who holds the rank of Arbiter. Although meeting Thel 'Vadam’s daughter or son (if he has either one) would be fantastic. I’d love to meet more members of the legendary Vadam family.

Maybe she’s with the Ascetics they are big on pre-covenant sangheili culture.

The back of the armour, arm guards, madible guards and, shoulder guards are completely different from those of the Arbiter and the back of the armour has what appears to either be antigravity modules. It’s not an Arbiter and thank Grim for confirming it.

The halo universe wouldn’t be able to handle the badassery of two arbiters at once.
