Yes it is, 343 has given permission to do so. However, they are only allowing for the first three missions, and the 8th mission to be broadcasted.
Its so hard to not watch.

I’ve seen videos on twitch and youtube, Trying my best to avoid.
I wish they followed suit with MGSV and not give out the story before release.
