You will just be able to unlock the Samurai armor in the next Tenrai Event - I think it’s in January

Which is dumb AF on the 343i teams end.
They have it all. They just have to implement it.

They’re limited timed events for the sole reason to bring people back to the game. If you can unlock everything right away then why would you come back to the game until the next time something pops up?

Which they did when the outcry for 50xp was bigger. They immediately flipped the switch to 100xp.
They modified the game’s existing challenge system in a way it wasn’t supported to begin with.
Due to recent revelations on how the game works, there really aren’t a whole lot of configurable variables that were added to the core function of the game.
There are no switches to be flipped (if there are they’re limited), in fact it really sounds like a lot of the features are hard baked into the engine. Which makes it difficult to make changes on the fly and even more difficult to modify moving forward.
The game wasn’t built with rapid changes in mind, so it’s kind of a miracle they’ve been able to implement some changes so quickly.
