Does anyone know why my file share won’t work? When I go into it, it says my profile is not permitted

Hey there! This is the wrong section, but right now there is a small gap in coverage as bungie has stopped there service completely and 343 has not YET picked it up (this just happened in the past couple of days.
Does anyone know why it says I have only completed 97% of all campaigns on easy when I clearly have completed all campaigns. Ive redone all campaigns on normal just to be aure but i still cant get the achievement. Its called Herald Of Reclamation.
