Agreed, but why was Locke saying that we shouldnt remember him as the one who gave us “this” when we know he was never briefed on chief actually activating the guardians.
Unless the trailers are still to happen and chief and locke still maintain a rivalry of sorts, the game’s case states on the back witness the “START” of teh greatest hunt in gaming history, not the conclusion.

He said “this” because he was gesturing to all the destruction around them. At that point I don’t think the Guardians were even mentioned. It was just established that there was mass destruction, and the Chief would be at the centre of (and likely the cause) it all.
