I think it could be a good idea, if done right. Having a tool at your disposal that can manipulate gravity would be a fun, innovative way to play Halo. Right now currently we have so many redundant weapons in the sandbox, something like this would be a totally new fresh experience, not just a reskinned precision weapon or whatever.
The ideas are endless and the options it opens up for custom games would be truly astonishing. You could fortify a room (Remember Halo 2 when in Zombies everyone would camp in the room and melee the boxes to move them forward and set up defenses?) It would be like doing that, except without the hassle.
Obviously there would be limitations to its power, you couldn’t just go around picking up players and launching them across the level, that would be ridiculous. The purposes I could see it being used for are for deflecting nades, fortification, picking up a power weapon from like 5-10 feet away, and of course flinging miscellaneous objects like fusion coils and such. It wouldn’t be a SUPER power weapon, more or less just a specialty weapon used for certain situations and support.

Would’ve been a nice balance in Reach for those of us caught on the ground who have a hell of a time hitting a banshee that’s piloted by a pro. I rarely pick up rockets and even if I did, those guys can fly circles around them. In H4, they’ve apparently made the banshee slightly less nimble so the idea of tractor beam doesn’t really fit.

WTF is that Arbiter near the tractor?
Halo 3 established that the Sentinel Beam is a force gun, flipping Hogs.
Of course, it was a horrible decision, added randomness to the Hog run.
So how will a tractor beam make it any better?
I think it’d be better to just give it a headshot bonus. It’s not a Promethean weapon so it does not necessarily qualify for an unique function (the only known Forerunner gun that was dual purpose was that beam sword pistol weapon).
