I have gone back the last few pages of this thread and compiled a list of gamers that have indicated they have the issue:

If you’re not on this list, please let me know and I will add you. I have been working via twitter with @xboxsupport. It seems like we’re actually getting through to someone now, although there has been no resolution. The list above has been tweeted to @xboxsupport. This is to let them know that it is an issue larger than just one player. We don’t need to be resetting our xbox’s or doing any other frivolous ‘tech support’ stuff.
And to be clear, these are the following symptoms:
- SR rank showing as SR-1 (I was previously an SR-47 and many other were higher)
- Cannot use loadouts in matchmaking
- Cannot earn XP
- Cannot Earn commendations
- Cannot access stats via Halo Waypoint. Error code looks like this: E67662D2-AA89-48CF-9062-7F97FE748DFB
- At the commendations screen, there is a message: “Cannot earn commendations. The Halo 4 server is unavailable or you chose to remain an offline Spartan.”
