Weapon Changes
DMR
-Take 6 shots to kill which would make it still superior at long and medium but harder at close. That way the BR would be Close to Medium as the DMR would be Medium to Long.(Trust me I like the way the DMR is now but it should be balanced with everything else)
BoltShot
-Increase Normal Rounds Damage so that it can compete with the magnum.
-Decease Damaged on Charged so it only take away shields.
Carbine
-1 less shot to kill so it can compete with the other. Stands no chance now if your going up against a Good BR or DMR player.
ScatterShot
-Tighten the spread. Seems too random sometimes when shooting from point blank to 15 Feet.
Map Changes
Haven
-Change Initial Spawns to Red Ramp and Blue Ramp. Allows both teams equal chance to get power weapons
-Move Ordnance Drops to Open Ramp, Top Mid and Closed Ramp
Abandon
-Change Initial Spawns to Purple Bridge and Blue Bridge. Allows both teams equal chance to get power weapons.
-Move Ordnance Drops to Top Gold, Ring 3, Tree Top and/or Beach.
Adrift
-Move Ordnance Drops to Top Mid and the Outer Lifts.
Solace
-Move Ordnance Drops to Both Balconies, and Both Cages.

My reasoning for allowing personal loadouts, is because we cant restrict the community to a set weapon. If you do, alot of the players that been playing matchmaking will be turned off if they cant use there weapon. And if the weapons are balanced like i said above than why would it be a problem. Grenades are balanced. The Perk are balanced.
Other Major Issues
Personal Ordnance
Certain Game Changing Weapons like Snipers Rockets Cannons and Binary should not be allowed in a random personal ordnance. Also the amount require to to obtain a ordnance should be increased. That way Halo comes back to the primary weapon battles and not the Everyone with Power weapon battles we been playing.
Weapons on Map
Power Weapons should spawn at Key locations at a set times. This would allow better map movement and teamwork. With the Randomness that Infinity has brought us, Everyone seems to be all over the place doing their own thing.
Competitive Ranking System
There should be two ranks. Because Halo 2-3 sucked for individuals that would go up against Teams of 4. And Halo Reach Arena sucked because you would have people that would play for themselves and not the team. So have both. Best of Both worlds.
Individual Rank
-Like the Arena in Halo Reach which you were placed on your performance
Team Rank
-Like Halo 2 and Halo 3 which you were ranked based on Win/Loss

I am a long time fan of the Halo Series. I been Playing Since Halo 2. Tons of Time Invested (14 Days in Halo 4) (15 Days in Halo Reach) (22 Days in Halo 3) (20 days in Halo 2). I really want this game to succeed. But Changes need to happen soon or the future of Halo will be ruined. Because if Halo 4 falls to the Halo Reach Level. The Number will keep going down for Halo 5 and Halo 6. 343 did make one of the Best Halos in the Series. Only thing thats holding them back are the settings, playlists and no incentive to play. All which can be solved with the advice above.
