No. The TU launches late September, with Beta Hoppers coming early October for us to test out the new settings the TU offers. The gametypes will then be adjusted accordingly (or kept the same) when the Anniversary playlists come, with no additional TU.
The game is mediocre at best. The TU has taken over a year since release to get here and is coming out at the worst possible time - with all the big games coming out and whatnot. Not to mention the weapons are boring (DMR… blot blot blot blot blot; Pistol… blut blut blut blut blut… you get the point), and the maps are shocking in design and aesthetics.
A lot of people have been driven off by the lack of support from Bungie over the last year. From the first week of release, we were getting the same complaints as we are now, and yet nothing has happened. Whether it’s because of the transition from Bungie to 343i, or some other reason, it’s just disappointing.
All in all, I wouldn’t be surprised if the TU did very little to drive people back to Reach. Hell, we still don’t even have a real ranking system; no one likes that Arena -Yoink-. Getting put down in rank because you didn’t play for a week isn’t fun. And then being reset every few months is just ridiculous.
Here’s hoping for a Halo 4 which has the same amount of support as Halo 3 did.

I don’t think the TU will bring many people back. Personally, I don’t plan on playing Reach anymore (and haven’t played it for a month and a half). It’s just boring to me.
Yes and no, it will please the hardcore Halo fans so they will stay/come back, but casuals who make up the majority will kinda be meh, they might stay they might come back. Your right about it being a little to late though, still better late then never, something is always better then nothing.
