Were the Spartan III’s made before or after the Spartan II’s? We know that Halo: Reach is set before Halo: CE. But if there were Spartan II’s only in CE then how were there Spartan III’s in Reach? Plus were was the DMR was in the other games like Halo 3 and Halo 2? The timeline is very strange…
As the numbers imply, II’s came before III’s. Reach and CE both take place decades after the start of both programs.

There’s actual reasons as to why some weapons in Reach don’t appear in Halo CE, 2 and 3.
To start, the DMR, as far as I know, was employed universally before 2548 before it was surpassed by the BR55 in most military branches of the UNSC the only exception being the Army. In Halo CE, 2 and 3, you fight alongside those UNSC military branches, while in Reach you fight alongside the Army.
For the Grenade Launcher: It’s almost the same as with the DMR. While the DMR was preferred over the BR55 in the Army, the Grenade Launcher was simply used more often in it. The UNSC also used it, just not as frequent if I’m not wrong (Frequency may also not be the correct term to use).
For the Plasma Repeater: It had very limited use and was likely very new at the time of the Fall of Reach. Not only we’re the other weapons more widespread but were already present when the Human-Covenant war started.
For the Plasma Launcher… I don’t really know, but according to Halopedia, it saw use before and during the Human-Covenant War. However, it’s “inclusion” in Halo 5’s Warzone Firefight could be a sign that the weapon is still produced and used by Covenant splinter factions, since the multiplayer is now cannon.
For the Concussion Rifle, it’s still produced and used by Covenant splinter factions, including the Swords of Sanghelios. Why it doesn’t appear in Halo 5 is beyond me, probably to give the Plasma Caster a chance (or maybe to suffer the same fate as the Sticky Detonator).
