Recently, I’ve been replaying levels to unlock the par time achievements. A few nights ago, I played a few Halo CE missions and the achievements were unlocking normally. Today when I fired up the game, I played through 2 more levels, and neither of them unlocked the par time achievements. I have no skulls turned on, so that’s not the issue. The achievements are not stuck in the infamous “Done, Unlocking” status. and when I check achievement progress in the campaign menu, it shows my times for these achievements as 00:12:57/00:15:00 and 00:08:11/00:15:00 for the missions I’ve played, which means that the game definitely did record my times.
The most puzzling part of this is that these par time achievements were working a few nights ago, which was after the 12/22 patch. So it’s not like a new patch was released that broke these achievements. Also worth noting, While doing my speedrun of Keyes today, I unlocked the ‘No Smoking’ achievement. So that rules out Xbox Live or something account-based as the reason for these achievements not unlocking.

Accessed Assault on the Control Room through the campaign menu. Accessed Keyes from the achievements progress list(where you select the achievement and select to launch an appropriate lobby for the achievement)
I am in the same situation as Willko. I just started running through the levels last night for par times and completed Pillar of Autumn and Halo. Looking at the tracker, I completed Pillar of Autumn in 00:10:38/00:15:00 and completed Halo in 00:19:00/00:20:00. Looking at the Halo CE achievements through the game, both have the times listed that I completed them in but no achievement popped.

I did try Pillar of Autumn again on Normal and completed in 00:12:18 and still did not have the achievement pop. Looking at the “Did Somebody Say…” achievement through the progress list, it has me listed as having 2 of 10 completed but I have no achievements for par times in Halo CE.
I tried a hard reset of my system and completed Pillar of Autumn again, under 00:15:00 with no luck on the achievement unlocking.
The achievements popped earlier tonight while I was playing Lego Batman 3, lol. So, apparently the achievement data did get sent to Microsoft. But, for some reason, the achievements didn’t do the usual “Done, Unlocking” thing. It is still definitely puzzling that it was only the par time achievements that did it since the ‘No Smoking’ achievement popped just fine between 2 par time achievements that did not.
My two achievements popped as well last night, when I was playing The Maw level to get a few other achievements. Same thing for me, they popped with 12/29 as the date for completion, but they did not show as “Done. Unlocking.” like I had seen earlier for some other achievements. Glad they unlocked for you as well.
