I’m currently running through the game again to get Solo Legendary done.
In one go I got all 5 cones done. I died later on in the level after the next checkpoint, not to mention the Phaeton bosses. Meaning all 5 were saved.
I get to the end and the skull is not where it should be. I’ve restarted from the last checkpoint before the end and still nothing.
Have you tried playing the level again?
I’ll try on easy later on once I finish my Legendary run.

I believe that this skull is the only one in the game that can be done on Leg. I heard somewhere that after you shoot the Phaeton down, it can appear in one of three locations, where those are, I don’t remember.

If it doesn’t work, try the videos in the links below in case you haven’t. I don’t remember which guide I used when I was going for all the skulls and intel, but one of these should be of some help at least. Best of luck

You need the skull that requires you to shoot 5 cones in two minutes, correct? I checked those links again and they both open video guides for that skull.
