The Thruster Pack is cool to me because it has a stylish feel that reminds me of certain mecha games in the past. Finding a place to use it is understandably hard for players, but in order to maximize it you need to consider how encounters work in halo 4.
I’ll just get this out of the way right now because of what I’ve seen playing this game:
Stop using it as a side step out in the open.
It will not throw off rifle users as much as you think, nor will you have your weapon controls back up in time to take advantage of an open-space dodge if you do. You’ll just die with the thruster rockets firing off your ragdoll physic contorted body. Please stop using it like this, people. What the Thruster Pack excels in is close range encounters, jump re-direction, and instant cover.
Close Range Encounters: This is already one of the more confusing encounters of Halo 4. Up close people can take a few steps outside your vision and make landing damage really difficult. The Thruster Pack can make things even harder for your target. You can also avoid getting jumped by multiple enemies by becoming a hard target for that extra instant until help arrives. You can also embarrass people who use 1SK weapons in a most obvious way. Even better when you factor…
Jump-Redirection: I have done this to super stylish degree, and the effect alone makes the Thruster Pack awesome. You can change directions in mid-air on a dime to absolutely mind-screw your enemy. People lead their shots in wide arcs to follow people who jump often (and by the way players, stop that, too). Using a redirect will force them to sway back to you, giving you time to get your weapon controls and attack. This is really good with 1SK weapons in a closed space. Just don’t end up confusing yourself. Virtua On players already have this skill in their muscle memory and know what I’m talking about.
Instant Cover: You can use the Thruster Pack, with sound knowledge of your surroundings, to get into cover when somebody has the drop on you. You can also play peek-a-boo by jumping out of cover for an instant and dashing back in. Try this with a rocket for lulz. There’s also ‘oops, wrong door excuse me!’ moments where you enter a room and it’s locked down, so you use the TP to make a quick exit or mount a trap.
Things to Consider:

The Thruster Pack does not add jump height, it only follows the inertia of the arc. So while it seems to add jump height, it’s only adding to the direction to initiated the dash with. When you do Jump Redirections, keep in mind you are often going downward with your new direction.

The time it takes to regain weapon control is similar to just after sprinting. Don’t think you can attack right into or out of a dash (even if you can in Flood). Keep the recovery time in mind. You are also debuffed in mobility for a short time after use, so don’t be reckless.
