Why am I always thrown into games that are half way over in war zone and always in arena on losing team
Join in Progress for Warzone is to fill up players who have left a team. Not many people are going to quit out of a winning team, so of course when you fill a spot you’re going to be on the losing side. You’ve still got a good chance to help your team and make a come back for the win, I’ve done it myself plenty of times. Depending on what matches are available when matchmaking, it can sometimes take a minute or two to join in to a game so the timer will have crept up a little.
Regarding Arena, I don’t believe any of the playlists in Arena have JIP. I may be wrong, I don’t recall ever being added to an existing Arena game.

JIP’s are only in WZ. Never have I been put into Arena during a game, also never had anyone join when teammates quit/lag out.
In arena I’m thrown in to games multiple times a day
I know you’ll get tossed into a game mid-match if you’re playing any of the Social playlists (BTB, Action Sack, Grif Ball, etc.). Never for any Ranked playlists.
