Personally I’d be happy to have him still talk, as long as the dialogue isn’t boring like it is in Halo 5. I know he always used to be a blank slate for players which is why he never talked in Halo 1-3, but I really like a lot of his dialogue in Halo 4. It really shows just how friendly of a relationship he’s had with Cortana over the years, and it was really nice to actually hear it for once. I’ve always wondered how he might carry a conversation with Arbiter, or maybe with a group of marines. Just as long as they don’t make him have too much of a character, I think it’d be nice to still have him talk in-game.
343 can take inspiration from Blade Runner 2049. Because you have basically a human-and-AI love thing going on. Master Chief should be considered non-human or superhuman to the world. With that basis, you can humanise Chief by having him ‘feel’ for an AI program. And make him more human than human by making the ultimate sacrifice (self-sacrifice) to save the galaxy.

He’s talking about during gameplay. Chief never talked when you were playing him. Only the cutscenes.

‘In-game dialogue’, as in during the gameplay and not in the cinematics. Cortana does all the talking in Halo CE and Halo 2; same with Johnson and Miranda in Halo 3. Unless if I’m remembering wrong, Chief only speaks during the cutscenes.
Halo 4 took the idea of Cortana talking over gameplay and flipped it on its head, showing us Chief’s side of the conversation too. I really liked that since they’ve got such a great friendship, but Halo 5’s in-game dialogue felt really off to me during the Chief missions. He and Blue Team lacked the charm we’d seen with Cortana and I hope that they’ll be able to pull it off well in Infinite.
Personally I prefer how he never talked in Halo CE, 2 and 3. The less he talks, the more I’m immersed in the universe of Halo.
I hope 343 Industries won’t overreact to criticism giving the Chief a lot of dialogue lines: the Chief is crucially important, he has to be the main protagonist but simply because of immersion, I care about him because I feel like him when I’m playing. A very few lines of dialogue in cutscenes only, and every line in cutscenes has to be epic. Quality over quantity. This is what I want from Halo Infinite.

His armor won’t change much very the teaser probably and most likely just be the Ce-3 Chief only.
It really is a shame because Steve Downes said that Halo 4’s portrayal is how he always imagined Chief would be after playing him for years. Then enter Halo 5, and he’s as uninteresting and dull as he always was in the old games. 343i also seem to be going backwards on every release, so it looks like he will too. I mean, make the art style look good again, make the gameplay as fun and engaging as it used to be, but for the love of god, stop changing good story progress.
Definitely talk but don’t be a chatter box, I like the quiet/mysterious Chief that only talked deliver a badass one liner or a witty remark.
Halo 4.
Halo 4 Chief.
That’s all that needs to be said. That was the best way of going about his dialogue. He wasn’t needlessly spouting off about the pretty bird that just flew by. He wasn’t commenting on the weather. When someone spoke to him, or when there was something worth speaking about, he spoke.
I enjoyed the original trilogy Chief, but I’m much more interested with how 343i envisioned him in Halo 4. The one liner spewing Chief is a thing of the past, and I’d rather keep a more engaging character that was shown in Halo 4.
Halo 3: Arbiter kills the prophet of truth, they stop the rings from firing, a moment of triumph and arbiter shouts in elation… chief nods. That’s the chief I like.
I prefer no talking during gameplay as it helps my immersion tremendously. When Chief has a conversation with Cortana while I’m controlling him it pulls me out and I feel like I’m an observer instead of the person doing the thinking and acting.
