I mean all the things like double and team snipers why don’t they just let us have em permanently. if the population is too low give us a counter

If they put up every playlist that all players want they will have 15+ playlists trying to divide the player base, finding a match would take much longer for most of them, so you would barely get to play your new playlist, and we would have people complaining about that.
Bringing the playlists out for a short time means people will jump on it and for that week/weekend it will be flooded, so you wont have an issue finding games
“Doubles” and “Team Snipers” are not gametypes. They are playlists. The only gametype in the mix would be Slayer. Gametypes / Game Modes would involve things like Slayer, CTF, Strongholds, Infection, Ricochet, Race, and such.

To be honest I don’t think it’s that huge of an issue, if the player base was in the realm of a few thousand total then yeah. Last I tried Reach a few weeks ago a couple playlists had less than 200 in them and I had no issue finding a game. Halo 3 and Reach had tons of playlists and I don’t think it had a huge impact, sometimes it’s worth the minute wait to get into the game you want to play. People these days have such short attention spans.

I think adding a few more wouldn’t be an issue, but it would need to be monitored to prevent it becoming one.
Granted you could get lucky and not have to wait in a low player playlist, but someone with a below average connection would be less like to be matched, any new players with better connection would be matched first and could be waiting much longer.
They cannot give away their free DLC all at once… Plus the Free DLC needs to be recycled so it looks like we are getting more and more and… well you get it!

A permanent doubles playlist is definitely high on their list. They are likely tuning the maps for 2v2 play. For the Holiday Doubles playlist they left all of the weapon spawns the same as the 4v4 playlists and hardcore doubles players were complaining about it.
I honestly think it is held back to beef up lackluster free dlc

I hope that is actually the case and not because “population too low”. And a change in weapons is definitely needed.
