Do you remmember on Halo 3 the mission "The Storm "? This is the fifth mission of the Campaign The one where you first encounter A Scarab . Shortly after you destroy the Scarab The Arbiter lands and says "There was honnor in are Covenant once and there shall be agian " Does this hint to The possibility the Arbiter may try to forge a new Covenant ? People where asking how will the Covenant be in Halo 4 could it be this the way ? The Arbiter forging his new Covenant .?I know it is a wild idea but Frank said they where not done with the Covenant [Notice he did not reffer to one group but the whole Covenant ] . What are your thoughts ?
If the Covenant starts up again it definitely won’t be by the hands of the Arbiter. If anything, he is the most frequent character who argues against that alliance. In Glasslands, after all, he is acting as the diplomat between many of the Elites and humanity.

The organization he runs is the “covenant” only in technicality, in that he controls the government until a new one can be placed. Perhaps this New Covenant could be peaceful instead of genocidal?

The Arbiter is not an advocate of the Covenant, just the Elites. Which, might I add, are very split and indecisive on what they want to do.

Doubtful. It was written before the post Halo 3 stories were even dreamt up, and its tone and implication is significantly different from that of those stories. It probably won’t amount to much. Halo is full of curious little things that get left as enigmas.
There was honour in the English language once, I hope it shall be so again.
