The idea has been brought up multiple times in the past and the usual response is:

This is a Halo forum, the whole point of this forum is for people to discuss Halo and gaming in general, not to discuss what they ate for lunch last week.

Like others have said, feel free to use the off-topic topic, but a full on section will never happen.

They already have their hands full with the people in the OT thread. No need for a full forum of it.
