As confirmed by Frankie, Arbiter will appear in Halo: Glasslands and since 343 confirmed that Halo: Glasslands and the Forerunner Saga will connect to Halo 4, Arbiter might just meet Chief again.

Edit: All the new books will connect to the new trilogy
