That’s a hard balance to find; rank doesn’t always mean skill either. I want a hybrid between Reach and Halo 3 for the ranking system.
The whole thing about quitting is that it can’t really be solved. There really isn’t a need for a quit punishment because people will always quit games. If you don’t want to be forced to play a game then quit and take the punishment or argue for no quitting bans or punishments…there isn’t much room between the two options.

and they can do something like rating like they have now to get levels so that you’re more likely to play good players

Of course quitting can’t be solved. But why am I getting quit banned for leaving a 1 versus 4 game? I don’t want to run around and hide for 14 minutes. That’s fun for nobody in the game.
If a trueskill system actually works in Halo 4, then being matched with evenly skilled players should be fairly easy.
As for quitting an outmatched game, I feel if there is no drop-in/drop-out system, then when your team drops to 50% or below because your teammates quit, I think you should be given the option of “surrendering” or “withdrawing” from a game. So it would end the game without giving you the penalty of quitting.
I have a system that I think would very simply minimize quitting to the point where it would no long be a problem.
First off, there has to be a ranking system… because part of quitting is that people are frustrated playing in lopsided games over and over. But beyond that this is the system I propose, its very simple…
If you quit, then you are not able to join another Match making game until the game that you quit from finishes.
This would make not only minimize quitting, but if your whole team quits on you, and you are the last player… You have the option of staying in the game, and thus penalizing the quitters by making them wait, or just quitting, which ends the game, which means there is no penalty for quitting if you are the last one(or last two or your playing with a buddy).
Very simple system… It has no negative effect on players that dont quit.

A drop in drop out system would only make people quit even more. I would just quit if I was placed in an already started game with me on the losing end. People would just quite and quit till they got a new match. Why people don’t realize this is beyond my understanding.

Thats like asking for the playlist sort for halo 3. one group thats ranked, and the other that is social.
Ranked 1-50 and social playlist worked the best in my opinion.

One of the most skilled players in Halo is 13 years old, and has been playing professionally since 2004, when he was 6.
Those situations suck, but the quit ban is there to discourage people from quitting in the first place. People seem to forget the horror that was Halo 3.

But you’d have no problem staying if your team was winning?
The way I see drop in/drop out, quitting should always count as a loss no matter what, and you shouldn’t be awarded the loss or win for finishing incomplete games(dropping in.) Only individual player stats should aggregate; think of it as a warm up. At which point, you would be better off sticking around for the next game rather than quitting out. My guess is less players will quit, knowing reinforcements will be along shortly.
Keep in mind I’m only suggesting this for social matches. Ranked play should operate as it always has; with full rooms before launching, no guests, and no DI/DO.
Players are always going to have reason to quit, may as well give them a place to do it where the remaining players aren’t punished for it.
