Pay attention closely next time you pick a new specialization. You go straight from the end of let’s say level 59 to the start of level 61. What happens to level 60?
level 50 (example) 60,70,80 ect.
Is a barrier for you to choose an specialization. It is to remind people to choose one.

then you choose a specialization and no exp required to go from 60-61.

Just think of it as a bonus level. In Halo 4, as far as I know, everytime you rank up, you get unlock something. So if you ranked up from 60, you would rank up once without gaining an unlock.

Huh? Then why wouldn’t they still let you start at level 60, 70, 80, etc? Your reasoning still doesn’t explain why we have to skip the level completely.

I said the end of 59, which is the exact same thing as the start of 60… You clearly know what I meant.

Example: You reach level 50 and need to choose a specialisation. When you enlist in one that very action causes you to move to the next level, ie. SR-51. It’s so that your total rank number stays in-line with your specialisation rank, e.g. Total rank SR-51, Stalker rank SK-1.
If it wasn’t like this they wouldn’t really tie-in and it would look odd.
