In opening cinematic of Halo 4 when Halsey is being interrogated, the guy asks a question about the Master Chief to which Catherine replied “You’re trying to replace him”.
Also, near to the end of the game during a conversation between Cortana and Chief, Cortana says “They’re trying to replace you, they’ve betrayed you” something along those lines.
Now they may be referring to the Spartan 4 project OR perhaps the UNSC/ONI are developing a Super Spartan based off of the Chief.
Del Rio mentioned that Chief is getting old “delusions of an aging Spartan” so perhaps they feel the need for a replacement. If this is the case the UNSC/ONI may want to get rid of Chief, kill him even, which may cause him to go rouge. OR they may wish to discharge him, seeing as Chief is the only one who knows about the Didact etc that may also be a reason.
I think he has just gone hunting for ways to resurect Cortana. That, and he is disobeying the UNSC orders. I doubt they want to kill him. That’s far too drastic. Yes, they probably relinquished him of his duty, which he no longer needs to serve UNSC.

I agree, although I guess they were trying to go with the element of surprise. I didn’t realize it was Halo until Chief revealed his arm. + I don’t think they wanted ppl to know it was a Tech Demo.
