Thinking about the way the REQ system was implemented and the way the Guardians were explained by Cortana in the campaign I think 343 is trying to communicate something to the fans, bare with me. I’m going to play this out with Blue Team representing the Halo fanbase and Cortana representing 343. Enjoy.
Cortana: Online gaming allows for long term planning and new content released over time after a game’s release, microtransactions can inherit the need for profit in the game industry. With a few dollars players can have permanent items, weapon cards and cosmetics.
Fred: Sounds great, I don’t know why anyones expecting resistance.
Chief: It’s been made clear that microtransactions are a money based advantage, pay to win.
Cortana: It won’t be like that John…
Cortana: For a few extra dollars I’m offering people the chance to be more than they are with skill and time.
Chief: Like Call of Duty did for killstreaks?
Cortana: No those monsters made the powerful more powerful and the weak weaker. This REQ system is a gift, who wants to spend countless hours and grinding to unlock Buck’s helmet when you can pay for like 30 silver packs and 50 Golds and get it in 20 minutes?
Chief: Listen to yourself. Get rid of it Cortana, give us Infection, give me more missions in the campaign, let us have split screen. It’s not too late to make the fans accept you.
Cortana: No John, there is too much money to be made in the REQ system for this to be stopped.
Cortana: Campaign fans, multiplayer junkies, forge heads, casuals, MLG pros, hear this message. The REQ system has come to free you now, you will know no paid monthly updates, you will get Nornfang on day one on release, you will unlock Bucks boss af helmet immediately. To have this you need only surrender your wallets and kneel to your corporate overlords. To those that refuse, you will never unlock even an ultra rare REQ card, you will be blown to bits by ONI Scorpions time and time again, you will never feel the satisfaction of popping fools left and right with Whispered Truth. And when you are frustrated and beaten, desperate for a win, you will submit to the REQ system and all your hard earned cash will belong to 343 Industries and Microsoft.

It’s more the fact that 343 (Cortana) is using the REQ system (Guardians) to exploit our need for awesome cosmetics and weapons (peace and security) in an attempt to get us to submit to their rule, unfair as it may be. They are setting up the system to break us into accepting the new order as it benefits them, making us dependent on them and hence subservient to them.
