Del Rio is not ONI and he is angry because he lost his command because of Chief. I’m sure Senators in the Halo Universe have a lot of power but I doubt commanding ONI spartans is one of those perks.

no I am but what better then to have someone as mad as he is on the inside of the UNSC? It kinda makes sense if you think about it. Tell a disgruntled employee that you can pay him double to spy on his boss and leak information. Plus it would help him regain his rank if he could prove he did the right thing. It would be revenge and retribution that I’m sure he thinks he deserves if he just plays along with ONI inside of the unsc. I don’t think he is above fighting dirty to get what he wants especially with putting the chief on blast like that.
After Mortal Dictata, I don’t expect much from Del Rio.
He is described as a “straight down the line” kind of guy. I don’t think he has the “stuff” to play spook but hey, I haven’t played Halo 5’s campaign yet so I guess we will have to wait and see.
Once again, interesting theory but I can’t personally see it being very likely.
E3 is so close, let’s hope for some juicy details!

I think Oni has been split or is getting a worse rep than it currently deserves quite frankly. And this is only a guess based on my knowledge of the Kilo 5 trilogy. They have people high in office that want that secret of the spartan program Out in the air, and I’m not entirely convinced they are okay with MC or any other spartan being put at risk due to rebellion. Especially because the head of Oni is EX spartan 2. John and the other Spartan 2’s are still important to Osman, which is why I think there is internal strife in Oni.
But that doesn’t mean they are going to let the secret out in a way they cannot control either. As far as I can tell they don’t seem to be playing the Halsey card too much in this HTT series, but I’m willing to bet ONI would rather pin it all on her than their organisation. (And they haven’t even gotten to the spartan 3’s if they ever do, that is an entirely different kettle of fish)
Also if nightfall has anything to do with the story (I hated nightfall c’mon guys ridley scott is way over rated and he has a habit of portraying people in the most astoundingly dumb ways imaginable, traitorous and god fearing ODST and Oni soldiers? seriously? the hardest of core acting like muppets?) I don’t think agent Locke is Oni either, if anything locke may represent a push for spartans to be public and is under the command of Del Rio and other high ranking government officials.
Andrew Del Rio is not a “bad” guy, the word is flawed, he is human after all, and respectively will be more or less held my his emotions. As he is a “text-book” kind of officer, working with the Master Chief in his nonchalant manner of guns blazing, would have gone against how he handles situations. Andrew chose a more appropriate approach, in light of the cards he was dealt, to which, from a militant stand-point he took the correct route of new alien contact, against the newly revived Prometheans and god-like Forerunner warlord. I for one do not believe he is responsible for Agent Jameson Locke’s mission, however, I do believe this “smear” campaign against the Spartan-IIs will definitely be a catalyst for the radical orders…

I remember I posted something similar last Sunday. I’m fully backing this theory, he has motive to go against the SII’s.
