So as we all know we fight elites and grunts in the first mission, what we don’t know is why. Here’s my theory.
The covenant Is no more but most likely the loyalists still believe in the “gods”. If they have found this shield world they could have already found the “ancient evil” and think of them as the gods and now do their bidding. Wether they be the precursors or the forrunners or something else, this could be very plausible. What do you all think?
I think in the new Karen Traviss novel, “The Thursday War”, we’ll find out that Osman’s meddling in Sangheilli politics has led to hostilities between humans and Covenant again.
Even without osmans meddling there are still elites that hate humans.
I’m pretty sure that not ALL elites are bad, as i’m just gonna guess that at least the Arbitor is trying to stop the fighting
I’m not saying they are all bad. Obviously the arbiter is still on our side. I’m just offering up an explanation as to why some of them are fighting us.
That’s what I thought when I heard about this as well. (Perhaps they are a Faction similar to the Servants of Abiding Truth from Glasslands?)

Yeah maybe, but your OP just doesn’t sound very good from a narrative perspective. It’s really lame story telling to have a race “see the truth” and stop being religious zealots to then later come out and say “yeah well, actually some of us didn’t see the truth, lets brawl!”
I think it’s better to remove the religious reason for fighting and then reignite the fighting with a different reason - survival, politics etc.

If you read Glasslands not all elites were for the treaty in the first place and still do see the forrunners as gods.
And actually it would make perfect sense in the story to keep going with their religious side seeing as how we will possibly meet the forrunners.
Apparently, in the first level, cheif says “I though we had a truce with the covanant” and cortana says that they are not armored like the stardard millitary, so they could be rouges

True but cotta a and the chief also have no way of knowing about anything that has happened in the last 4 years.
