I have wanted so long to know if the Arbiter will be in Halo 4. I know he Most Likely will not be in The Campaign, but I have Heard that he would make in apperance in Spartan Ops.
In July 7-8 theres an Event called RTX in Austin. With hands on Gameplay of Halo 4. Can Someone ask if The Arbiter will be in Halo 4 for me?

The Arbiter has not been confirmed or denied for Halo 4. The Spartan Ops thing was fake. I do hope he’s in, though.
It’s acceptable for him to not be in this game due to the circumstances but there is no excuse for him to not be in Halo 5 or 6. The Arbiter is a major player in the Halo universe and deserves to be in this new trilogy.
I hope that he returns at some point in the trilogy. In my opinion Thel is a much more interesting character than chief is. I enjoy playing as the chief more but i really felt there was more depth to Thel and more to explore in his character
I think Frankie posted something on NeoGaf saying that he will be in Spartan Ops just not Campaign. Maybe a mission dealing a high ranking Elite with the Splitter Covenant group thats on Requiem.

In response to both of you quoted in this comment, have you never played Halo 3? The final cutscene shows The Chief going through slipspace into this new forerunner world in a different dimension, whereas The Arbiter was trapped on Earth with the Marines and UNSC, therefore it is literally IMPOSSIBLE for the Arbiter to be in Halo 4. End of discussion. There is no point hoping for something merely impossible to happen because it wont.

Halo 4 takes place something like 4 years and some odd months after the end of halo 3. And the USNC infinity has 17,000 people on board of it (if I’m remembering that right). I’m sure some of the 17,000 people on infinity were probably on earth at that same time and the campaign mission that was shown in e3 has chief going to the infinity. In 4 years it is very very plausible for the Arbitar to somehow be involved in the lore of halo 4. Whether they do it or not is what the question the OP is posing.
And in answer to the OP. I would like to see the arbitar in the game somehow. I love the chief but extra characters that you already like are never a bad thing.

Hi Metal karima! You would think that wouldn’t you but it seems 343guiltysoftwareengineering have quite craftily subverted the ending of Halo 3 for the benefit of Halo 4! As our fellow forum friend DiZ30 has pointed out, MChief’s UNSC buddies are on the way through a special portal with a sackful of fresh warthogs and Battle Rifles to join the tale, so even though the story precludes it at first Halo 4 will indeed be a thick soup of familiar ingredients such as Enemy Elites, Rampant Cortana and UNSC alleycats. Even the Ancient Evil Awakened has fired out little robotic Floods!
I do not know if Conner Franco will smile on the Arbiter’s fate but I do know that as long as it is a previously enjoyed factor of a Halo game there’s a chance it will be in our Halo 4ture (the future)!

The shield world isn’t in another dimension, and the Arbiter was hardly “trapped” on Earth. The end of Halo 3 shows him leaving. It’s not at all impossible for him to be in Halo 4.
I don’t think so he is dealing with the other Elites so I really don’t think he’ll make a apperence maybe referenced but not in game. Besides the Covenant splinter cell faction the Abiding Truth wants to kill him so I doubt he would be prancing about. (Read Halo: Glasslands)
