I don’t think he’ll be appearing in Halo 4, the way the Sanghieli look now just doesn’t seem to suit the Arbiter.
I want him to but I think he might sit this one out. Maybe somewhere down the line when and if Chief gets back to normal space, he might show his face.

The Arbiter is a good character. It’d be nice to have him appear in Spartan Ops or something. And if you read Glasslands, you’ll know that the Elites would NOT have actually spoken English so fluently. They should be speaking their own language or poor English.

The reason he “spoke” fluent English in the past Halo games was because of the translation software in John’s suit. Seeing as you play as a Spartan IV in Spartan Ops (with more advanced armor than Mk 6 Mjolnir), you should have no trouble understanding what the Arbiter says, if he does appear.
Although Half-Jaw is not in Halo 4, i would like for him to be mentioned in the Thursday War

Franky did say that he will be of significance to the story in Spartan ops ( but not sure if in-game ) and that he will not be in the Campaign.

I hope to forerunner Thel grows some balls and calls humanity and the UNSC out for their actions. As it stands 343/traviss have ruined his character.
I really hope that he’s in Spartan Ops. There really should be a season of Sartan Ops focusing on the feud between the Storm and the 'Vadam clan, so that we can see Thel fight his adversaries within the game.

He was the one who ordered it. Unless they turn him into an unscrupulous little worm then I doubt he would do so on account of him having no position to do so. Condemning Humanity would make about as much sense as calling out the Sangheili for the Storm Covenant’s actions. Thel is intelligent, correct? He would do this why? Would Thel really view Humanity as a monolithic species (When his own are demonstrably not), and expect them to just settle down and treat the Sangheili with dignity and respect after what they had just done for 3 decades (His people are ready to hunt down and exterminate the Brutes. Do they think they hold the monopoly on loss, anger and indignation?) whilst most of his people will not even recognise Humans as sentient let alone apologise for their actions? Would he really blame them?
It wouldn’t surprise me if Thel doesn’t actually view his species as worth saving any more. Looking at the Sangheili’s history; the things they have done, the things they still do, it’s pretty shameful. There’s no religion around to justify what they have done. All that’s left is a mountain of dead from 7 different species over the years. They are a proud species…what have they to be proud about, now? What good things can they point to and say “You see that? We did that and we are so proud of that!”? At the very best, it makes his people out to be naive, incredulous, ignorant, superstitious and gullible fools who are utterly cold and ruthless. The Sangheili would probably be one of the species the Forerunner would break during their time ruling the galaxy. They think of themselves as honourable, but they will be the only ones in the galaxy that think it if they keep this up. They will be that arrogant little -Yoink- in the class who no one likes or even wants to be around, and who eventually gets forgotten about as everyone moves on with their lives. Their honour would mean nothing then. By the end of TTW, a Sangheili character says something along the lines of “A Sangheili makes a brother not” or something like that. Just because it was Sangheili in that area of Ontom doesn’t mean he has any obligation or connection to them any more. They are his enemies, who want to continue that shameful history. If I were him, they would represent everything that I have come to despise in the world, and the fact that they are the same species as I am would be of little concern.
Because really thinking about it, I don’t think there would be any good reason to pick one sentient being over another simply because of species. No more than it would be to pick one Human over another based on race, or gender or all that crap. It may just be that people come to realise that, so the lines get a lot more blurred, and individuals emerge that don’t automatically think that evil acts are excusable simply because their own species did it, or that they should hate another kind because they killed some of your own, regardless of the context.

None of that made any sense. Condemning the Sangheili for the Human-Covenant War is completely wrong. The San 'Shyuum lied to them. And the Sangheili that figured out it was a lie immediately rebelled. Now humanity is f*cking their couch on Sanghelios, and it is justified how? The Storm is the only faction of Sangheili we know of that did not make a peace treaty with humanity, and they aren’t even from Sanghelios! Yet it’s okay for humanity to break both treaties and to attack Sanghelios. Uhm… what…
But its not all humans though Hood is trying to keep a treaty with Thel its ONI and Paragosky that dont agree with that too much. And are beginning to disobey from the UNSC.
