When? He has thoughts, yet never went through with it. Jul 'Mdama seems to have had little to no effect on the attempted distruption of the conference at Ealen IV.
I think many people would most likely crap there pants if they had a fight together! It would be insane.

Not really. They are both great leaders. Jul hasn’t shown himself to be an expert in the martial arts as well as Thel Vadam has, but Jul isn’t bound by Sangheili social conventions like honor and dignity either. That edge alone can’t let him win in a one-on-one battle against the Arbiter.
Thel 'Vadam (Arbiter)
Thel 'Vadam was born into the noble Vadam family, who were the rulers of the powerful state of Vadam, on Sanghelios. He had been taught the art of combat, in his youth, by his relative Lak 'Vadamee, and later joined the Covenant military. Having had considerable success in his short career, Thel 'Vadamee had already achieved the rank of Zealot, and Shipmaster, to which gained him the annointed favor of his country eldars, who elected him the next Kaidon of state. During the ensuing years of his long service, Thel’s religion and loyalities would be challenged, however he remained justificed that the Covenant Empire was what was correct… and remain stoic and unchanged, yet skeptical.
Thel 'Vadamee, now Supreme Commander of the Fleet of Particular Justice, had served for well over thirty Earth years, and had participated in various glassing operations and heretical uprisings… the most significant of which being, the Fall of Reach, during 2552. His greatest achievement would also be his downfall however, as one lone human vessel managed to sneak through his blockade… the UNSC Pillar Of Autumn… to which thanks to the updated Human Smart-AI Cortana, and the help of Spartan Noble Team, they managed to make a ‘blind’ slip-space jump to the ancient Forerunner Installation, Alpha Site… which would change the course of the Human-Covenant War and Thel 'Vadamee forever.
Having returned a failure and heretic, in the eyes of the High Council of the Covenant Empire… Thel 'Vadamee was stripped of his military rank, and branded with the glyth of shame… to which he was only had one choice, Arbiter or death. Thel 'Vadamee having had somewhat of a respect for the past Arbiter’s, rose to the possible chance that he may regain his lost honor… and became the last known Arbiter of the Covenant. Now Arbiter, Thel was sent on suicidal missions to quell the heretical mashinations of the renegade leader, Sesa 'Refumee, and capture the lost Oracle, of Installation 04… 343 Guilty Spark; as well as acquire the index of Installation 05, from the Installation’s Library… however upon reaching his objective it was made known to him, that the Prophets lies had been sewn deeper than he first believed, and was betrayed by Tartarus, Chieftain of the Jiralhanae… this was the beginning of the Great Schism of the Covenant.
Falling to certain death Arbiter Thel 'Vadam had been captured by a dormant Flood Gravemind, who spoke to both the Arbiter and the Daemon, John-117. The Gravemind address all parties and open Thel’s mind that the ring was in-fact an ancient plan and weapon to counter the Flood… and not save them… to which he was now on the race against time. Eventually reaching Tartarus… he ran into a lone Human survivor, Sergeant Major Avery Junior Johnson, of the UNSC In Amber Clad; to which he was mounted up in a hijacked Scarab… and black mailed the Arbiter into a temporary alliance… however this alliance would be the seeds of the UNSC-Sangheili peace treaty in the Post years of the war.
Having successfully stopped the brute Tartarus from firing Installation 05 and the other rings… Arbiter Thel 'Vadam returned to Earth, with his newly found comrades, to dissolve the Prophet of Truth’s lies and end the genocide of his species. The Arbiter had fought in various battles with Humanity, on Earth, the Ark… even with the Daemon, John-117… to which the Human-Covenant War was finally over… the Arbiter then returned to his homeworld, Sanghelios, a war hero, and legend of his species.
During the Post Human-Covenant War, however the Arbiter suggestions and entanglements with the UNSC, would gain him no favor and eventually lead to a civil war… and splinter factions of the Covenant Empire forming, to which all believe they were the one true Covenant.
Jul 'Mdama (Didact’s Hand)
Jul 'Mdama was born into the family, who held the backwater lands of state Mdama, on Sanghelios. He served in the Covenant Empire and became the Elder of Bekan Keep, to which he married a Sangheili female, Raia, and fathered two offspring, Dural and Asum.
During the Great Schism, like all Sangheili, Jul had splintered away from the Loyalists factions, and fought for his survival… to which after the Human-Covenant War ended… he was left without any purpose. He remained obedient and wistful, yet retain alot of spite for the so called gods, the Forerunner… yet he still believe that Humanity was in-fact still a threat, and allowing them to regain their strength is a gross misguidance. Having had considerable time to ponder his thoughts Jul then attended a council of the Sangheili elders… to which the Arbiter spoke up above all… yet with the conclusion that Humanity is not there enemy; Jul had his answer… rebellion.
And so having decided the Arbiter needs to be removed for Sangheili to be re-united again… Jul sought out like-minded warriors, to which he and his friend, Forze, had happened on the Sangheili monk society, the Servants Of Abiding Truth, who were plotting against the Arbiter and preparing an assault on his state… yet secretly they were being supplied by ONI.
Having become quite curious and suspicious of the monk leader, Avu Med 'Telcam, and his unknown weapons contractor… Jul followed him, and watched the meeting take place… to which utter shock and disgust befalled him, after discover the monk leader, was double dealing… with Humans. Yet before he could warn anyone he was captured by the Daemon, Naomi-010, and taken aboard their ship… to which he was then taken to a secure facility inside Shield World 0006, Trevelyan… and research on the effects of biological warfare. Eventually Jul, had been allowed some space from his cell, to which he researched the forerunner glyths and learnt of the Didact… he also managed to evade capture, due to his intellegient thinking… to which he was teleported to the Sangheili colony of Hesduros.
On Hesduros, the residents, didn’t know of the Covenant Great Schism… and still believed in the gods… most notably the ‘great teacher’ who was a lost Forerunner. The Hesdurosian Sangheili had ships, weapons and communitications to which Jul requested to contact his wife Raia… however he learnt that she went off into battle in search of him, and perished… so Jul blamed Humanity for his traversity. With the assistance of the Hesduros warriors, and the Servants Of Abiding Truth, Jul recruited a fleet of vessels to chart the unknown region where Requeim could be found… and became the Supreme Commander of the Reformists… who waited four years, attempting to open the Shield World, yet couldn’t.
During the events of the First Campaign of Requeim, Jul 'Mdama and his associates had been able to enter Reqieum and now attempted to reach the core of Shield World 0001, where the Didact lay dormant in his Cryptum… they ran into trouble, both with the UNSC and the Promethean automaton. Upon awakening the Didact, Jul and the Covenant Remnant had formed an alliance with the Forerunner and his Promethean… to which they assisted him in his war efforts to compose Humanity.
During the Second Campaign of Requeim, Jul 'Mdama had played a more definitive role to which he manipulated the UNSC into assisting him, unlock the secrets of the Forerunner imprint Ancilla, Librarian… who held a mysterious treasure, the Janus Key. He had captured Doctor Halsey, to assist him to which she was almost assassinated by a Daemon and gave a half of the key to Spartan Thorne. Jul with the assistance of his Promethean fled Requeim, plunging it into the nearby star… and formed a deal with Halsey who wanted revenge against the operatives of ONI.
So in my opinion, its the royal martial artist versus the backwater farmer… but in seriousness Thel 'Vadam outmatches Jul 'Mdama in leadership, tactics, combat, honor… however Jul outmatches Thel in supporters and code of conduct… I believe his son Dural 'Mdama and Avu 'Med Telcam will play a role… in the demise or reunification of these leaders.

Do you know how many soldiers in human history have been farmers or laborers? The number of martially competent farmers far outweighs those of noble birth. With Sangheili culture, one’s background matters little and especially when it comes to their species’ previous sole concern for warfighting. Whether they were able to be mentored by the greatest sword master of their keep is irrlevant. These two warriors survived for decades through a cataclysmic battle under seemingly insurmountable odds.
Yes, Thel has superior institutionalized capability with control of most Sangheili states and fleets. His diplomatic and martial skills are outmatched by few and he has aligned himself and his fledgling nation with the galaxy’s sole known superpower. However, Jul has created a new Covenant with dozens of warships, including many prized vessels, crewed by fervent believers and veterans of the Human-Covenant War in the span of just a few years from nothing. Don’t think that Jul simply created this Covenant without the leadership skills that were of value during the war and the tactics that brought him acclaim.
I have thought of this before. I joked that Arbiter would be knocked to the ground and Jul would ask “Any last words?”, and then Arbiter would say “Wort, wort, wort, motherfu-” and then Master Chief snipes a gas tank, exploding and killing Jul.

Avu Med 'Telcam is currently training Dural 'Mdama in swordsmanship… to which it is unknown whether he is alive or dead, however, I believe this will be the ace to which Jul 'Mdama will either side with the Arbiter or… most likely Dural 'Mdama gets his revenge for Raia, and then discovers that Jul is his father, breaking long Sangheili tradition.

If we’re talking about a fight between Thel and Jul, yes, Thel would probably win. HOWEVER, Jul has Prometheans - and he’s also not bound by the Sangheili code-of-honor so he’s going to take any means at his disposal to defeat his opponent regardless of how honorable it is. While in a 1v1 with Thel, all Jul has to do is call his Knights to aid him.
