This question has also concerned the Phaeton Helios, Banshee Ultra, and even the ONI Scorpion.
To me not the Banshee ultra, but the others certainly yes.

I only get Phaetons in my daily packs, and I have never gotten another Phaeton Helios after the I got the cert for them.

That backs up my point though. If you are not constantly opening gold packs you will never get there high level read.
IME you have a slightly better chance of getting a WASP in a gold pack, 10% vs 9% in a silver pack. That is one wasp for every 10 packs you buy. But since silver packs are cheaper, you can get 20 for the price of 10 gold packs, you will get double the wasps, spending the same amount of points.
Best place to get then is silver packs

I hand’t seen one in months either, and then I opened 2 in a row. I guess it’s just the luck of the draw.

In the future I would much prefer a req system where the packs have themes.e.g. vehicles, weapons, armours to avoid this from happening.

Phaeton’s frequency is about 3 per 100 packs, but it is 3 of each per 100. So getting 100 gold packs could net you 3 helios and 3 regular.
The problem is that by the time you’re able to get Wasps, Phaetons, etc in packs after unlocking their certification there’s SOOO many others in the pool that the percentage chance of req’ing in exactly what you want is much slimmer. It’s more noticeable with the wasps and such, but I bet if you paid attention you just as rarely get Answers, Grinders, etc.

I’ve gotten two, since buying the Reach REQ packs and receiving the certification for it.
I find it potentially easier to get legendary and rare reqs from daily packs. As I’ve gotten two Hannibal Scorpions from it, two ONI Scorpions, One regular Phaeton. No Wasps though. The only wasp req I have left is the Hannibal one, and admittedly… I’ve only used it in forge. The ONI Wasp can be destroyed in seconds, comparable to the normal wasp, which I can considerably make that last a longer time.
I never got any Wasps in REQ Packs. Really frustrating how unlucky I am.
There is a great youtube video by Luke TheNotable called ‘The REAL RARITY of REQ Cards in Halo 5’ The REAL RARITY of REQ Cards in Halo 5 - YouTube. Definitely worth a watch. Personally I cant believe that we still dont have focused REQ packs. When you have 100% certification, the grind of earning and opening packs seems futile sometimes.
I only have 4 Banshees in total from all augmentations, even though I have opened so many gold and silver packs.
I usually get Wasps outta Silver packs like 2-3 times out of 5 packs I open. It depends if you have the certification. The reason why the Wasp has the weak chaingun and stuff is cause of it’s req lvl. Think about it, if it was higher like say around 5 or 6 reqs, I bet my boots it would have better armor/weapons. But since it’s at 4(originally at 3), its like that so it isn’t as strong as it’s cousins like the Hannibal and ONI Wasp. IMO the Wasp is fine as it is, you gotta play right when using it and you can do work if you play passively
