There are many notable goodies and baddies of Halo, but who’s the worst of the baddies? Would it be the infamous Didact, Gravemind, Tartarus, The Prophets…Cortana? Who’s the worst in your opinion?
Gravemind for sure. He was so bad all the fractions wanted to stop him and his flood army.

Assuming your referring to the worse executed villain (one that may be boring, or having stupid motivation) are really the hypocritical ones. Examples of those would be Parangosky (yeah, I’m sure the S-IIIs were clearly the more morally right program. The S-IIs were the pinnacle of evilness. /sarcasm) and Cortana (her extreme hatred for Halsey despite her actions being quite similar to the doctors).
If your referring to the big bad if the series, Gravemind, no question.
Gravemind/Flood. They’ve actually created half of the major villains in the series as far as making them go all villain-wonky (Examples: Ur-Didact, Cortana).
Plus, you know you’re evil when you win even if you lose. If the Flood fail and are permanently eradicated, then Humanity passes the test and the Flood’s goals are ultimately realized. If the Flood win and consume all life in the galaxy, they uphold the Mantle by doing so in their own macabre way - therefore, they still win.
Worst as in poorly executed? Cortana, Halo 5.
Worst as in most villainous/most evil? The Flood. Everything they consume suffers terribly until it dies.

Instead of Cortana, I would say the warden eternal. As for most villainous, I’m 50/50 between the flood and the didact. The flood actually worked with the chief for 5 minutes and the gravemind has logic like when he captured chief and the arbiter and talked to them. The didact is filled with pure hatred and is way more powerful than any of the Spartans. He just underestimated chief. the didact could’ve req’d earth by HIMSELF. All of the flood on high charity couldn’t kill chief when he basically went into the heart of it and blew it up. Don’t get me wrong though, the flood are still extremely powerful.
The Flood is pure evil and fear, and the Gravemind is their leader so he is a Galaxy-level thread.
