I believe the BMS is already higher than past games, but the maps in Halo 5 just aren’t built for the BMS, so it doesn’t matter.
I swear, Sprint has been nerfed so much since 4 from being a natural ability to a Spartan ability. Sprint now has been nerf to travel now but no in combat since your shields don’t recharge when sprinting and have to restart. You can’t run away from battles now if shot, you must fight and win for your team.

The only instance I can think of it being overpowered is when the speed increase is so high that it’d be really difficult to hit anything, and I’d say that is around 200% plus, then again I haven’t tested those speeds recently.
Sprint speed is more than manageable as a BMS for aiming, then again, I haven’t seen anyone who has wanted sprint speed for BMS in a while either, more like 110% to 120% or so.
But please, do explain to the “uneducated lacking common sense” how it would be overpowered to move at a faster speed while maintaining the ability to shoot and throw grenades. Because claiming someone lacks the common sense to understand something, does not explain how it works.
