In Glasslands we learn that the Spartan IV program will use consenting parents to for its members. But then we are told that the S4s come from individual branches of the UNSC like special forces. I was just thinking that the consenting parents was like Orion when they were augmented early, or in this case raised more like the S2s. Can some explain to me when the change went from consenting parents to special selection or if its a bit of both or something?
A second point to make is why they don’t raise orphans as Spartans if the guardian or social work and orphan consent to it? This would surely help the program and the orphan as we know that the orphanage system can fail children sometimes and this would offer a other option.

No, she doesn’t. The subjects in ORION were adults, and this program is where ONI learns that the augmentations didn’t take that well to the full-grown men and women who volunteered for the program.
The Spartan IVs and ORION soldiers were all adult volunteers, unlike the Spartan IIs who were kidnapped as children.
