Spartan II’s were children who were kidnapped.

Spartan III’s were orphans.

Spartan IV’s are the best of the best in the UNSC military that volunteered to be Spartans.

So, even though Kathryn Halsey is the Godmother of the Spartan Program, Why is she being labeled as a war criminal, but her program is still being used? Even though her program saved humanity from extinction.

I’m gonna go with the fact that her program was forced on children, where as the IVs had a choice.
