The new systems are coming! At this year’s E3 (2013) it is expect the new systems are to be presented. They should be released by late 2013.
The 2014 E3 is when they would present anything about rereleasing Halo 2 or making an anniversary addition for online play.
It is too far out for them to say for certain Halo 2 will be back online or not.
We’ll need to be patient. I think Halo 2 on XBL will be back in some form, hopefully its untouched form with added options.

Agreed, plus they would be stupid to announce anything now, even if they are already making their plans on H2, what with H4 and all. 2014 E3 is when we’ll know to riot or celebrate.
