If you have read the Halo Novels, it should say that the Covenant explored the Forerunner Planet “Requiem” (Where you are in Halo 4’s Campaign). The Prophets left some Covenant stranded on the planet. This happened so long ago that if Master Chief asked an Elite,“Hey, did you know that Brutes took control of the Covenant?”. The Elite will say this,“What’s a Brute?”. Also the reason why they’re in Halo 4 is because they’re classic. You cannot play Halo without hearing an Alien say,“WAT, WAT, WAT!”. It’s just too classic and it’s one of the things fans have always loved since 2001 was fighting the Covenant.

Or maybe just maybe it could be that 343i wanted us on familiar ground, in terms of our foe, as an easier means of getting used to Halo 4’s setup before introducing us to the new enemy class. And as for explaining it they are just rogue covenant that don’t follow the Arbiter.

They’re not though, the Forward Unto Dawn gets attacked by a fleet of ships on the first mission, which is why Cortana wakes Chief up.

I mean the Covenant found Requiem, a planet with Forerunner AIs and probably Forerunners,a lot of misterys and so much to think about,that the Covenant just leave there some stranded and proceed in another direction? Pfff.
