So all I want to do is to put a turret on the map that anyone from any team can activate.
The problem is that when setting team to ‘Neutral’, no one can activate what is now an ‘Enemy turret’.
Does anyone know how to set up turrets that can actually be used?

Make them happy by putting them underground,like in Portal.Heck,if you’ll treat them nice,maybe they’ll even sing!
(EDIT:And that,is how you properly care for turrent.Feed?idk)
Setting it to attackers/defenders will let that team (red/blue, I think) activate them. This even works in Infection, although it will shoot anyone but the person who spawned it (it’s technically a FFA).
Now, to the best of my knowledge it is not possible to have a completely neutral turret though.
