Well the Flood are a form of Precursors and the Gravemind is the Primordial reincarnated, so they’ve been in Halo since Combat Evolved.
I assume that the Precursors run a multi-galactic super society that has been perfectly fine for the past 1.5 million years since the Forerunners fought them out of the Milky Way. Maybe a bit spiteful towards the last few hundred thousand years, there, because some old messed-up Precursor juice did sail into the galaxy from parts unknown, eventually creating the Flood. But for all we know that was a rogue agent.
My interpretation of what little we’re told of them is that they are more like deities than people, and have no interest in meddling, just creating and seeing. The Last Precursor was likely an exception, due to his experiences in the war and incarceration by the enemy. I see the Flood as potentially the work of one super-advanced person in a society of cave men.

There you go. Basically Abaddon is an A.I. or at least a construct created by the Precursors to act as the overseer of the Domain and it helped ancient Forerunners first access the Domain.
My understanding of the Precursors from numerous readings of the novels is that the Precursors literally exist outside of space and time, freeing them of the confines of the laws of physics, which is what allows them to create whatever they want from sheer willpower. I believe that the organic forms that the Forerunners knew as the Precursors were avatars the Precursors created to interact with their creations. This explains how the “Precursors” could emerge, completely die out, and then emerge again with different forms on an entirely separate planet, sometime having spectacular space-faring technology, and other times being limited to the worlds they started on. These avatars are like the NPCs in a tabletop roleplaying game, where the DM would be the true Precursors, and the player-characters are the various sentient beings across the galaxy.
The evidence for this is subtle and spread throughout the Forerunner Saga and other novels. One example of the Precursors continued presence is that they’re the only race attributed with the ability to hyper-evolve other races, and then after the Forerunners de-evolve humanity to cave-men, humanity inexplicably hyper-evolves back to their pre-war states. The Forerunners are absolute masters of genetics at this time, so for them to not have an explanation means that the cause was something beyond them. Ergo, the Precursors intervened to restore humanity.
As such, it makes sense that the Flood’s actions would still be in accordance with the Precursors’ will, because eternal beings would see the whole timeline in addition to themselves being unchanging, so their actions would be those that bring about their desired end, including the creation of the Flood.
That said, I don’t believe the Flood’s intentions are what it claims them to be. Rather the Flood’s ultimate goal is to establish humanity as the next holders of the Mantle when they are ready, which is what the Precursors designed humanity to do.
PS: The Forerunner Saga is sprinkled with hints that humanity and the Forerunners were created as one race, but that the Forerunners deviated from the base stock through extensive genetic manipulation, which is part of the reason why they thought they were going to inherit the Mantle, but ultimately were rejected by the Precursors.
