343i Employee: Then why don’t we add Elite DLC into the game as something acquirable in the REQ collection?

343i Development Director: Too much resources. We need everybody we can get onto Halo 6.

343i Employee: Honestly, why do we have to put so much work into making a seperate title on another disc with a new file? Why don’t we just take the current content, such as the REQ collection, spartan assets and warzone/multiplayer assets and put them onto the new game, as their base models then adapt them accordingly to the new engine?

343i Development Director: Too much resources, would take up too much space and takes to much time to convert everything. Just make everything again from scratch.

343i Director: I got it. LET’S TAKE THEL VADAM. and put him into Killer Instinct!

Which is why there’s also Japanese designed armor in Halo 5. Because that made them like Halo. Yah.

But 343i probably didn’t remember that NON-CANON spartan until microsoft reminded them. (They can’t even remember to give the UNSC air vehicles in their own game.)

The Development Director may have, though.

KI fans had been asking for a Halo guest character ever since guest characters were announced.

An elite is the most logical choice in terms of KI’s artstyle.
