No, HELL NO, we want balance, making people have exclusive perks because they bought them would be terrible, it would essentially turn into a pay to win game, which sucks.
I don’t think it’s a very good idea! Perks take away the concept of Halo, to actually be skilled at the game. Look at call of duty for instance, and how bad it has become due to the increase in terrible perks!

No the specializations are unlocked at max rank, and will be unlocked for everybody 2-3 months after release. Nobody is going to get max rank within the first month or so, therefor everybody is balanced.

He’s entitled to his opinion, some (believe it or not) like Halo and CoD! isn’t that strange /sarcasm
What do you mean by more? have 343 revealed there to be perks at PAX? I hope not, those things are terrible and unbalanced.
I’m perfectly fine with my armor mods. more specifically tactical packages and support upgrades. They seem to barely change the flow of the game in most cases, unlike those terrible perks present in other, more fishy games.
