first of there is 14 skulls in halo Combat Evolved Anniversary!
that’s 4 extra skulls in the campaign as there is only 10 levels, which of course will be the silver skulls, so that means in 4 of the 10 levels they will be 2 skulls, 1 gold and 1 silver.
acording to what chad armstrong said in this vid http://www.youtube.com/watch?v=Lwj1THQ7xaw the skulls will be well hidden, and that when you do find them, it will be really hard to get to, near impossible and will take a lot of skill jumping etc, BUT HE LIED!!!

— What The Skulls Do —
Iron - on single player, when you die it restarts the level, on multi-player it starts you at the last two checkpoints
Mythic - All NPCs health allocation is doubled and Sentinels now have shields
Foreign - This Skull makes it impossible to pick up Covenant firearms.
Recession - when you shoot, the gun takes twice as much ammo
Black Eye - To regenerate shields, player must melee enemies
Fog - removes the radar/motion tracker
Famine - Weapons dropped by enemies have lower ammo
Boom - explosions are twice as big
Bandanna - infinite ammo
Grunt Funeral - grunts blow up like plasma grenades when dead
Malfunction - a piece of the hud is removed every-time you die etc. radar, heath bar…
Grunts Birthday - grunts blow up into confetti when a head-shot on them as been achieved
Pinata - Kill a Covenant with this Skull enabled and he’ll drop a grenade for you.
Eyepatch - For those of you who didn’t know: the original Halo has auto-aim. This Skull removes it. Good luck, casual shooters.
