Why does the general consensus of Destiny seem to be “Destiny is not a very fun game to play; however, it’s a very fun game to play.” A lot of the reviews seem to contradict themselves.

I think what most reviewers mean is that the game mechanics (movement, shooting, powers, etc.) are enjoyable, but the overall presentation (mission design, storyline, loot system, and so on) is severely lacking.
Bright, shiny, and interesting package that’s missing actual contents. That’s Destiny in a nutshell.
