Marlowe was the code-name for the character, and his actual name is Agent Locke.
So the Arbiter talking to Marlowe means one of two things.

Marlowe is a good guy set to look for Chief, defying orders and being cool.

That’s what makes me think it might be Installation 04-B. But remember Installation 07 looks like crap, and it was shrunken in size. Perhaps that re-size was never repaired.
So Installation 04-B is probably the better bet (which means the Ark will be in the show too?). But Installation 07 isn’t out of the question in my eyes.

H3 had holograms of all the halos, the only one showing parts missing was installation 04’s replacement.

That was in the time of Halo 3, 5+ years has past, and infinity has found other Halos (I believe it was stated in Halo 4 before Chief goes AWOL on Del Rio’s butt.) Which they could of found a ring that was over ran by flood, so they “broke” the ring taking care of the flood.

The CE Installation 04 looks more likely. It is torn to pieces in the picture and still has much nature in it. 04B seemed more incomplete.
