To keep it short after cortana died in halo 4 and chief lost his purpose of protecting her, maybe to handle the grief he might have created this new spartan that tries to take the data chip from chief so he can still maintain that purpose.
I like that idea, since we know cheif if questioning why he does what he does,

Didn’t ONI take everything precious from chief when he was a kid. Wouldn’t it make sense that he would come up with an ONI figure that tries to take the last thing precious to chief?

Except the covenant, the flood, and the didact took everything precious from him from the other 50ish years of his life. He’s never really had reservations against ONI or Halsey. He’d pretty much have to pull a Traviss style 180 on his opinion of halsey.
I could see maybe Naomi, but Chief never really seemed that concerned about being separated from his childhood. He was more concerned about the coin halsey gave him.
