I think they’ll become available some time later but that’s I think.

They should all be available in later updates. Perhaps with BR/DMR/SMG versions included. Except for the 343i skins. Not sure about them making those available again.

I also think it’s a fair assumption. The might be a couple of months though. Choose your battles. I have a friend who is complete up to ultra rates and only got 3 with his pack. Others have complained that they get 3 or 4 with rp returns. It’s up to you how you spend your points or money. Don’t let anyone one this site or otherwise tell you different.
