Do you think there will be ranks or is it just the point system because i like the bragging rights and to set goals. Also about the loadouts how will everything be balanced because surely there arent enough weapons to where you can spawn in with rocket and sniper or are there like 50 weapons out there or do we have a very limited choice to choose from?
From what I’ve heard, you start with a Utility weapon, (BR, DMR, Carbine, Storm Rifle), and a sidearm. So you wouldn’t starting with a Rocket Launcher or Sniper Rifle under normal circumstances.
I’m also pretty sure there will be a ranked playlist of some sort.
but wont you be able to earn rockets and snipers cus then wut if a really high rank faces a lowly rank he has no chance even if they both have the same exp with halo the lower rank will be dominated and i cant see how this can be balanced

Balance of the loadouts is the key point. Every weapon needs to be equally powerful and should only vary in which scenario for the weapon is best (i.e. Assault rifle/ close range, BR/ Mid, DMR/ Long etc.)
343 Has already stated that a primary objective for the Multiplayer is to make everything balanced. They even have a program called Cortana Web that helps them to easily adjust various aspects of the sandbox, to the precision of exact numbers.

No, you don’t earn the ability to start with Rockets and Sniper rifles.
I hope there is a ranking system of some sort cause we all dont want halo 4 turning into the terrible and inconsistent game of halo reach

I’m hoping for even more than that. Individual weapon ranks were a nice feature in MW3 and I would mind seeing them in Halo 4 to further develop the games already ample customisation set.
Furthermore I would also like to see lots of new side-arm weapons as currently there are only 2 real side-arm weapons in Reach (as I don’t count the needler as a side-arm and neither does Halo 4).

Some Sidearms i believe are a possibility, are the Plasma rifle and the smg. Plasma Rifle has been a staple of the Franchise, it needs to come back. Even though, as of late, it seems to be more and more pointless… Unless it becomes a sidearm

Plasma Rifle has been replaced by the Storm Rifle.

If CoD has one good factor it’s its customisation. I wouldn’t mind if some features were taken from CoD (or the at least the features associated with CoD) provided that the core gameplay remains different. And that classic playlists are always an option.

There will be a trueskill rank that will help keep players of higher skill, which will take time to rank up, from playing against newcomers and not-so-skilled players. 343i already stated they are coming up with a new system, and that it will not be the 1-50 system, or the Reach Arena system.
There will be a leveling system similar to Reach, except most of your credits come from winning games, and gaining medals.
Loadouts will be restricted to about 15 primary weapons, and at least 2 secondary weapons. None of them include power weapons such as the Rocket Launcher or the Sniper rifle(Except in gametypes such as Team Snipers and Team Rockets).
Even if you do not have a particular weapon that is much better suited for a map(Such as BRs and DMRs for BTB maps), there are 2 preset loadouts that will help you, along with an AA, a Tactical Package and a Support Package, and grenades that will help even the fight. You don’t need to worry about going into a map similar to Valhalla or Blood Gulch, and be equipped with an Assault Rifle and a sad face, unless you actually pick the loadout.
That’s pretty much all there is to it.
