Honestly, none.
I am pretty sure they all feared for their lives or for their loved ones. But if I had to pick, then Arbiter, because he lost everything he had, even his honor and status. There wasn’t much to lose for him, so he didn’t have to fear too much in Halo 2.

I’d go with Johnson and the Chief. I mean, in Halo 3, Johnson just punches one of the brutes in Sierra 117! And Master Chief, well we all know what he has done.

John is a bit cliche, he has fear but keeps going. The books show this, especially when he was new with Cortana’s relationship. I think many pick him just because he was in more situations and kept going. All the others were just as brave, just not presenting with the same situation’s multiple times.
