The mangler should not be nerfed but be treated as a tier 2 weapon

so as the title says the mangler should not be nerfed at all but it needs to have its strength respected and be treated as a tier 2 weapon,
being a tier 2 weapon it will centralize the spawns and increases the respawn timer, effectively limiting the amount and time the mangler is in the game.

What does this mean? Has the word ‘based’ aquired a new meaning? Are you saying the idea is based upon something but forgot to mention what?
