The Leaders I paid $80 for are locked....... wtf

So I bought the Ultimate Edition when it came out and stopped playing a while ago. I want to start playing again but the leaders that I PAID for are locked? Any one knows how to fix this?

Have you tried prompting ‘Manage game & add-ons” and installing the DLC?

This happens to me sometimes. This solution works for me every time.
