The short: laser hurts the vehicle sandbox.
My fix: which I think they already hint at, the enhanced vehicle damage. Basically yes the laser is powerful but with it having to be certain spots n weapon that can cause a vehicle explosion its balanced in infinite. Laser should only blow up a vehicle if it’s shot on a fuel tank(killing players) any other location on the vehicle should just do vehicle damage like blown tire or disabling the vehicle without killing the player.
What do you guys think. Rockets should be the only thing that blows up a vehicle, since the projectile itself is an explosion.

In it’s current form laser is pretty balanced vs ground vehicles as the driver has a short window to get behind some cover or boost out of the way, but if you’re in the air and see that red beam charging up you pretty much know you’re done for.
I like your idea of targeting the weak spots, which I think are under-utilised at the moment.
I’ve never really had a issue with the laser to be honest.
It’s a risk - reward weapon. You have to expose yourself long enough to charge and aim. The giant laser beam gives away your location pretty easily.
As for the vehicle being targeted. You have enough of a window to jump out or quickly dip behind cover.
If you’re in the open, that’s just part of the risk you take.
I feel like in Halo 5 the laser wasn’t too bad. Heavy vehicles like Scorpions or Wraiths didn’t always go down with one hit.
Lighter vehicles will because they’re less armoured.
On top of that - the Spartan Laser is one of the weapons you actually see the least in Multiplayer. Rarely is their one actually on the map - when there is the cool down is pretty extensive.

I agree with you OP, personally I think the Spartan Laser is overpowered as hell. It requires minimal skill to use and has the potential to one shot every vehicle, plus it has 4-5 uses depending on the game. I’d honestly rather have both the Halo 5 rocket launcher and the SPNKR where the SPNKR is the classic anti personal rocket that shoots a slow projectile but does high damage and the Halo 5 rocket shoots a faster rocket but does less damage and also can heat seak air vehicles.

I think that’s why you only see it rarely. Thats shouldnt be the answer to basically to make it less accessible. That means it’s unbalanced.
I think the Laser is fine as is. Tank users can one-shot anyone who exposes themselves and the Laser user needs to make sure to time their shot perfectly to not have that happen. Both players have a fair shot at each other. If you’re in the air and see that red laser, you have enough speed to fly down. If you don’t see it but know the map you’re playing on has a Laser, then you play more cautiously until your teammates have the Laser or you control the part of the map where it spawns. Nothing more to it.
The Laser is supposed to be very powerful, but only in the hands of people who know how to use it. On the flip side, vehicles can dominate and nullify the Laser if you know what you’re doing.
There’s bigger problems working against vehicles. Like how one guy who sneaks up the back of a scorpion can blow it to hell by boarding it and planting a grenade, and how one shot from an overcharged PP and one plasma grenade can completely destroy a warthog. I don’t know how to fix the boarding problem, but seriously, can’t they just save that EMP affect on the PP for a unique and rare variant?
