I had seen that the HCS packs were returning in Warzone Firefight, and I was wondering where they were. I had been grinding my brain to mush getting 136574 REQ points of 240000 and I am now contemplating the meaning of life (not really). If someone tells me that they are no longer returning, I may lose my mind.
The HCS packs are available, but not for REQ points unfortunately. They are $9.99 each in the Xbox Live store.
